The cars now heavily rely on a turbo for starts. They now have several seconds of warning to spin up before lights out. Ferrari engines have a much smaller turbo than the others so they spin up to maximum much faster giving them an advantage off the line at the expense of maximum power.

Other teams told Ferrari “those are the regs, deal with it”. So Ferrari dealt with it while other engine manufacturers didn’t. Now others want to change the rules and Ferrari is telling them “those are the regs, deal with it”.
In order to simplify the engine building process, they removed an electrical part of the engine that was used at the start of the race. Now it is harder to start the engines, and Ferrari were the only manufacturer/team to raise this concern in advance.
