I think a better idea is to expand the universes of those movies.

Decentralized doesn’t mean cloud. You can have an instance in a computer you own that it’s always on.

I’d be a watchdog, not a dictator. I think that’s the better use of that power. And if I had an idea then I’d take it to the same process as the rest of the laws and have a vote on it.

In Spain we had Infovia in the 90s, a kind of Spanish internet. Not directly connected to internet.
