Some isp’s or routers will block certain sites. E.g., I had a manga piracy site that I used to view [old manga in the public domain]. All of a sudden it’s blocked. I take my device to a different house and all of a sudden it works.
That makes sense, you would think a VPN would keep them out of the loop.
Change your DNS to 1.1.1.1 and 8.8.8.8 to test if it’s DNS.
Use quad9 too, can hide your tracks a little better.

ISPs should have ZERO say in what sites you can/cant go to. If it’s a site with illegal content, ISPs should work to get the domain blocked and taken down and go neutral legal routes, even in instances of CSAM, without blocking individual visitors. Clearly CSAM the police can go further and bring charge and an investigation.
